State Bar of California
The purpose of the Special Masters Program Rules and Regulations is to establish a program to implement the State Bar of California’s responsibilities under Penal Code section 1524 by which qualified attorneys serve as Special Masters to balance the interest of professionals (e.g., attorneys, physicians, psychotherapists, and the clergy) and their clients in protecting privileged materials with the interest of prosecutors in securing evidence of suspected criminal activity. Special Masters are appointed by and responsible to the appointing court. The

San Diego County Probation Department
Sam served as a Deputy Probation Officer for the County of San Diego in the Adult Field Services section at the Hall of Justice in Downtown, San Diego. In this capacity, he performed the required investigation to write and submit Probation Reports to the Superior Court to be used for sentencing of defendants in a host of different criminal cases.

California Department of Justice
As a Deputy Attorney General, Sam handled over 50 criminal appeals in all State and Federal Courts. Additionally, Sam nearly every State Agency, California Board and Bureau; in this capacity, he prosecuted several hundred businesses and professionals licensed by the State for unprofessional conduct, violations of criminal statutes, gross negligence, consumer fraud, white-collar crimes, fraud, breach of contract, construction defects, negligence, malpractice, health care, unprofessional conduct, unfair business practices, and other misdeeds.
