Ramsey grew up in Hampton Roads and is very well-acquainted with the area. He married his wife, Victoria, while they were both pursuing their undergraduate degrees. Ramsey graduated from Carleton University with an Honors in Economics. After undergrad, Ramsey and Victoria attended law school together at the University of the District of Columbia. Ramsey loved law school and excelled academically. Following his admission to the Virginia Bar in 2017, Ramsey worked at the Norfolk Office of the Public Defender.
