Area Defense Counsel, Misawa Air Base, Japan: July 2003 to December 2004. Advise and represent active duty Air Force members facing various administrative, disciplinary, or court-martial actions at Misawa AB and throughout the Pacific Circuit. The specific duties of the position include litigating criminal and administrative cases, interviewing witnesses, preparing pleadings and negotiating with prosecutors. Chief, Labor, Environmental and Operations Law, Misawa Air Base, Japan: March 2002 to July 2003. Served as primary trial counsel (prosecutor) in court-martials occurring at Misawa AB during my assignment. Advised commanders on all issues relating to conducting operations in Japan in accordance with the U.S./Japan Status of Forces Agreement and applicable international law. Prepared materials and rendered advice and training in compliance with the Law of Armed Conflict and applicable rules of engagement. Provided advice to commanders on federal labor law issues involving civilian employees, and was tasked to represent the Air Force in an appeal before the Equal Employment Opportunity Commission. Advised commanders regarding environmental standards applicable to US Forces’ operations in Japan. Chief, Claims, Legal Assistance, and Operations Law, Seymour Johnson Air Force Base, North Carolina: March 2000 to March 2002. Served as trial counsel (prosecutor) in court-martials and as government representative in administrative discharge boards. Evaluated, researched and prepared a wide-range of legal opinions on medical malpractice and other tort claims asserted against the United States.
